     Very little is known about the inner mechanisms of The Highlands. The At'asaai are an esoteric and elitist people who rarely devulge their ways. What is known about the people of the Floating Isles is that they are staunch pacifists and dedicated scholars. Often described as "nerdy monks", the people of At'aasi value intellect and order over all else, generally abhoring violence and shunning ignorance. It is because of this strict system of belief that the At'asaai became the arbiters of peace, forming the At'aasi-Avenir Unified Council, which serves as the governing body in both regions. However, even within Avenir, only those in the upper echelon have any real knowledge of the inner workings of At'aasi.
